2022 Sandy ulm scholarship recipient
The Sandy Ulm Scholarship Committee chose Jennifer Kemp as this year's recipient. She is the Media Specialist for C.A. Weis Elementary Community School in Pensacola, FL. She is the leader of the school's Literacy Leadership Team, grade level chair, and Vice President of Escambia County School Librarians' Association. Clearly highly regarded, her principal says, "Mrs. Kemp exemplifies the finest qualities of an outstanding educator and leader...and an unwavering commitment to the continued academic progress of all students. She is indeed passionate about her work and is dearly loved by students, faculty, staff, and parents."
Sandy Ulm Scholarship
The Florida Association for Media in Education (FAME) is pleased to offer a scholarship for FAME members studying to further their education in the field of Library Science and Educational Media. In 2001, the scholarship was named in honor of Sandy Ulm, first president of FAME and Department of Education Liaison for many years.
History
Sandy Ulm's commitment to advancing the library media profession with favorable policy and funding culminated in a career grounded in advocacy and innovation. Ms. Ulm followed her mother into the library profession when she began her career at Leesburg High School. She later moved to Edgewater High School in Orlando before joining the Department of Education in January, 1974 during an era of substantial federal funding. Ms. Ulm retired twenty-nine years later in North Florida during the summer of 2003.
In 1972, Ms. Ulm was part of a movement that advocated for the merger of the Florida Association of School Librarians, the Florida Audiovisual Association, and the Florida Association of Educational Television into one association, the Florida Association of Media for Education (FAME) and she served as its first president. She later supported the concept of a state-wide union catalog through the services of Sunlink and she developed the Sunshine State Young Reader's Award (SSYRA) Program.
Ms. Ulm is honored with this scholarship for her leadership and guidance over twenty-nine years in the Florida Department of Education as a Program Specialist for School Library Media Services.
Scholarship
The Sandy Ulm Scholarship Award is funded by membership dues. A portion of each member's dues, as specified by the FAME Board, is set aside to assist students interested in earning credits and/or a degree in Library Science or Educational Media. The amount of money awarded each year will be contingent on available funds and the number of applicants. Scholarship recipients will be approved by the Board prior to payment.

Promotional Considerations
Promotional material will be distributed to universities in the State of Florida that sponsor a certificate program or Master's Degree in Educational Media, Library Science or related field as approved by the Scholarship Committee with a request that they post the information for students enrolled in the program. The FAME web site will host information about FAME's Sandy Ulm Scholarship Award including the application form.
Guidelines for the Application Process
Scholarship candidates must complete the online Application for FAME Sandy Ulm Student Scholarship form below.
The original application will be kept on file at the FAME Office who will also check FAME membership status. An electronic copy will be sent by the FAME Office to the Scholarship Committee Chairperson. The Chairperson will compile the applications, verify that each application is complete and forward them to committee members to vote. A majority of votes for each applicant will determine if a scholarship is awarded.
Review Process
FAME's Sandy Ulm Scholarship Award funds will be disbursed in equal amounts to winning applicant(s) in the middle of the spring semester. The Scholarship Committee, whose membership is approved by the FAME Board of Directors, will review scholarship applications and vote electronically. Names of the winning candidates will be reported to the FAME Board of Directors electronically. The scholarship will be awarded no later than April 30.
Scholarship winners will be notified in writing no later then two months after the application due date. Payment will be made directly to the recipient after their approval by the FAME Board of Directors. Scholarship winners are required to submit an electronic photograph to the FAME Office for posting to the FAME web page. The scholarship funds may be applied towards the spring, summer, or fall semesters.
Repayment of Scholarship Awarded
By vote of the FAME Board, a recipient of FAME's Sandy Ulm Scholarship Award may be required to repay the scholarship within the year it was given if:

- who are registered in a university certificate or Master's course of study in Library Science or Educational Media or related field as approved by the Scholarship Committee,
- who are currently enrolled in at least one course for credit in their designated program,
- who maintain a minimum of 3.0 average on a 4-point scale for previous academic work,
- who live and/or work in a county in the State of Florida,
- who are or plan to be a school library media specialist, and
- who are a member in good standing of FAME
- who sign the notarized statement that is part of the application form stating that he/she will "obtain Florida media specialist certification and serve in an educational media related position within the State of Florida for a minimum of one year following completion of his/her education.”

- he/she withdraws from the class or drops the class during the semester and is not enrolled in any other university courses in the same program at the same institution,
- he/she no longer lives or works in the State of Florida,
- he/she is convicted of any alcohol or drug-related misdemeanor or other criminal offense.
- the applicant has falsified any information provided on the application form,
- the applicant fails to complete the certification or graduate program in which he/she is enrolled,
- the applicant fails to obtain Florida media specialist certification,
- the applicant fails to serve in an educational media related position within the State of Florida for a minimum of one year following completion of his/her education.
